Probation Supervision

When an offender is on licenced supervision, he/she mush follows the rules of the licence agreement. These are called licence conditions. An offender’s supervising officer will discuss the conditions of the licence with the offender and make sure they are clearly understood.

There are normally six standard conditions:

  1. Offenders must not commit an offence and do not do anything that could ruin any chances of resettling back in the community.
  2. Offenders must keep in touch with the officer responsible for managing the licence.
  3. Offenders must communicate wither their supervised office officer and let them visit where the offender is living if they need to.
  4. Offenders must live at an address that their officer says is acceptable. Offenders must tell their officers if they  plan to change their address or stay at another address (even for one night).
  5. Offenders must only do work (paid or unpaid) that their  officer says is okay. Offenders are required to tell their officer if they plan to change the work they do.
  6. Offenders must not travel outside the United Kingdom without permission. If offenders have a very important reason to travel outside the UK, they must ask their officer if this is okay first.

Supervision:

Offenders may be subject to supervision and this involves regular meetings with a supervising officer. During supervision sessions, an offender’s sentence plan will be produced, acted upon and reviewed. The sentence plan monitors an offender’s risk of harm, risk of reoffending  and also helps offenders make positive changes to their lives.

Offender Assessment System:

The Offender Assessment System  - OASys is a risk assessment tool where we assess an individual offender in terms of:

  • Why the offender committed an offence
  • What the offenders needs are
  • Whether the offender is likely to cause further hard to other people
  • To produce a report on the offender for the court
  • To help devise a sentence plan
  • To help the offender make changes to their lives so that they are less likely to re-offend.
Sentence Plan Boards:
Sentence Plan Boards provide an effective forum for ensuring that planning for effective supervision requirements can be evidenced. The main target for Boards will be high risk offenders given their risk profile and likelihood of  re-offending. The boards bring together staff from Offender Management and Interventions to plan the offender’s journey. The Boards provide a welcoming forum for offenders where clear information is conveyed and boundaries are set.

Staff provide a motivational approach and demonstrate a 'working together' ethos. Staff also provide information and promote the Community Order as well as encouraging compliance. Staff also effectively respond to any queries the offender may have. An important role of staff in this process is to complete and update the assessment according to Key Requirements, Quality Assurance Standards and National Standards.
